Community or resident groups, incorporated and not-for-profit associations, registered charities and auspiced organisations must demonstrate direct benefit to Clarence; applicants outside Clarence can apply on that basis. Unincorporated groups need an incorporated auspice responsible for funds, acquittal and insurance, with a support letter at submission. Council policy excludes the core business of religious, educational and medical organisations; confirm whether a church community project falls outside that exclusion. Built infrastructure and fixtures, normal operating costs, recurrent fundraising, replacement or consumable equipment, already-started activities and primarily commercial projects with significant profit potential are excluded. Applicants must have no outstanding council reports or money, appropriate insurance and relevant safety and risk policies. One application per person or group is permitted for each round.

The current page again identifies Community Grants and explicitly says the July 2026 round closed on 30 September; the policy supports that closing day, but the July guidelines and general introduction still say 16 September. The retained historical close_date follows the current page, not agreement across every document. The guidelines and introduction also differ on December versus January project commencement; confirm timing with the funder and follow the signed agreement rather than relying on either date. The page gives A$500-A$10,000; the guidelines describe Level 1 up to A$5,000 and Level 2 from A$5,000 to A$10,000 excluding GST. Confirm GST treatment for the request. Cash or in-kind contributions are encouraged without a fixed match; non-skilled volunteer time is valued at A$40 per hour and volunteer hours must not account for more than 25% of the total project budget. Required evidence includes an authorised application, detailed balanced budget, incorporation and constitution documents, office-bearer details, written quotes, relevant permits and insurance, and an auspice letter where applicable. Under-18 activities are assessed against the Child and Youth Safe Framework; cultural content and First Nations representation require applicable council agreement, permission and attribution. Requests over A$5,000 need a long-term community-benefit case. A funding agreement precedes funds and commencement; acquittal is due within three months after project completion. The separate Quick Response, Cultural and Creative, Environment and Sponsorship streams are not treated as this round.
